Luiz Gomes advises clients in public procurement procedures, both on the side of public entities, and on the side of Portuguese and foreign companies tendering for public contracts. The team is experienced in procurement procedures of different sectors such as energy, transports, telecommunications and public works.
In addition, Luiz Gomes advises public and private entities in the context of central, local and regional administrative proceedings (such as ministries or State agencies, municipal licensing procedures and regional authorizations), in the Portuguese Administrative and Tax Courts for review of public decisions and State liability and in arbitration courts in cases of public contracts litigation.
The team has advised clients in important human rights and other constitutional matters before the Portuguese Constitutional Court as well.
